Absa wont delive

I just recently opened a prepaid debit account, while in the process i was informed that a card would have to be ordered for me as they dont keep them. today when i went through the inconvenience of drawing money inside the bank, i was informed by the teller that i wont get a card and i will have to continue drawing money inside. why does absa continue advertising this type of account when they are out to dissappoint their clients?? this is terrible!!!
