Can't get my new cheque account card

I applied for a new cheque account with FNB so that I can close my Absa account, I went to the branch to pick up my new card from FNB which after they told me I must bring my ID book with, My ID book got water damage beyond repair so I took a certified copy of my ID book and still got refused, Now what I don't understand is that I can buy a car with finance from Wesbank with a certified copy of my ID but can't recieve a normal bank card.
