ATM transactions

I withdrew money from an ATM the transaction went through but no money
you phone them they say the money will be returned in 24 hours.
you go to another ATM and it says you have exceeded your daily trans actions
but I have a huge job to go do but without money can't get there or buy the stock I require
so I loose a whole days work and wage but still have to pay my labour.
this is ridiculous they should be held responsible.
