Reduction of Interest rate

I consolidated a Nedbank (25% interest rate) Loan with Capitec bank. I discovered that Capitec gave me 31% interest rate which I think it is ridiculous to somebody with a credit score of 824. on the 07/02/13, i wrote a letter to capitec asking my IR to be reduced. I've written all reasons why I asked my IR to be cut to a lower interest rate. I was so shocked to get the following response.

Thank you for emailing us.

Unfortunately we cannot change the interest rate on any loan which was issued.
