R400 paid if they cant beat your current quote

I called outsurance for car insurance hoping that they will beat my current premium. I spoke with the consultant and unfortunately they couldn't beat my current premium. I asked them about my R400 that i was suppose to get and to my surprise i was told that they wont be able to give me that money as i already have other policies with them. So i asked how come i was never informed about it from the beginning the terms and conditions and he couldn't answer me he just said there nothing he can do. So i want to know if really this R400 exist or is just their marketing strategy to call customers. I called the customer care again this morning and the lady told me that there is nothing she can do. If this is a false advertising they have just lost a customer as i will move my policies to other honest insurance companies.
