Continouos offline card services

I was just in a very awkward situation where I put in petrol at Caltex for the rewards bonus and both my cheque and debit cards kept declining after I had put in petrol. The store manager indicated that its been a problem all morning and that the ATM's were off line as well. Luckily I had a Dinersclub card to pay with but this is not acceptable service and the whole object of going to Caltex was defeated.

My wife was also unable to use her cheque card yesterday as it kept declining and had to use her credit card to pay.

This problem has been reoccurong the whole of December and now January. Will it ever be resolved or shouldI I consider moving to another bank?
