What is the point of this call centre?

I have been trying for days now to try and get a hold of somebody to give me a settlement amount on my Connection Card.
It wouldn't be an exaggeration to say I have phoned about 80 times, and every time the phone gets put down in my ear.
Hopeless, hopeless, hopeless.
