PENSIONER COUPLE MONEY OUT OF ACCOUNT

Pensioner couple money out of his account and bank says they can't find proof of card skimming and because my mom knows my dad's pin she now gets accused of the money... my folks are both pensioners, dad 66 and my mom 60.My dad still works to pay off his house bond and when his salary got paid into his account for December, it was and withdrawn out of his account at 23.00 at night and my dad has a limit on his account of R3k and they withdrew R5100.00 out of his account. CAPITEC gave him this reference nr 10851795.this was on the 4th of December and up to now nothing yet CAPITEC refuses to do a thorough investigation and refuses to give me dad his money back. I had to help my parent's financially to buy groceries as CAPITEC just pulls up their shoulders. What should I do??? Where can we go to take this further and did anyone else have a similar situation pleases post here to help us.
