Advertise about R400 payout - but don't delive

On the 6th of November 2013 I requested a quote from Outsurance on my Motor vehicle insurance and they where unable to match or beat my current insurance premium. I submitted all the requested documents on the 6th of November 2013 for the R400 payout and to date have not received any money.
On the 4th of December I lodged a complaint on the Outsurance Website to which I received a response within minutes. I was promised that the money will be paid into my account within 5 - 10 working days and to date NOTHING!
Whats going on Outsurance. Where is the brilliant service that is always promised?
