ATM No Payout and still reducing balance

On the 23rd of December my wife try to withdraw funds from her account at ATM's in Carnival City. No payout received but our balance was reduced every time my wife tried to withdraw the money and she received a declined notice. She tried 4 times.
My wife received reference numbers but said it will take 4 business working days. This is unacceptable delay because you processed the transaction with fees immediately and your ATM will not balance because there is no funds paid out. Why should I wait 4 business days. This should be fixed immediately. I am really considering closing my accounts with you if your systems can not handle these transactions. PLease resolve by close of business.
