So many sms's with no opt out option

Mutual and Federal continually sends out sms's two at a time under the disguise of giving out weather reports.

I have requested them to stop however my requests have fallen on deaf ears or they just don't care about their clients.

There is no opt out option on their sms's is this allowed or have they found away around the rules or bending the rules to their benefit by pretending to be a weather service and sending out the sms's without an opt out. I just find this is another abuse of power by these big corporations.
