Decreased limits

My credit card limit was decreased twice in 6 months for no reason. They say I'm a risk. Well if I pay more than I should per month and I almost have no debt, how can I be a risk? I never missed a payment and always pay on the 28th. I enquired about this the previous time this happened. They said they will come back to me, but never did. Now six months down the line the same thing happens. Absolutely ridiculous. I need answers!!
