Claim rejected - Strange assesso

We moved into our home in July after being granted a SBSA homeloan. Last month our street facing boundary wall/palisade collapsed. We assume it happened when our dog stood up against one of the brick pillars. We lodged a claim and expressed concern for the potential security risk. A week later the assessor arrived and refused to complete his assessment unless left alone - ie we had to go into the house. a week after that I followed up after no feedback to be told that they have no assessor report. After a couple of days of follow-up calls I was told the assessor found no valid reason (landslip, etc) and this claim is rejected!
Surely SBSA can understand this also means this is no valid rejection!! If it was a construction issue, this should have been detected on inspection for the homeloan??!
I requested a written response including the assessor's report. SBSA responded it was against 'policy' to do this as it reveals the assessors details! What are they trying to hide??
Now I will seek advice from the ombudsman & legal advisor..
