Does not want to pay out whats due

Good Morning

I was wondering how do I log a complaint against outsurance?

Mr RS Arends was in an accident the guy skipped the stop street and drove into us, the claim was sent to his insurance (Outsurance) and they only want to pay out R2351.97.
We do not have the money to pay for the damages and we feel that it is unfair of him and outsurance to want to pay out R2351.97

The worse part of all is that the lady Mr RS Arends was dealing with @ Outsurance said to him that he should of drove on the other side of the road or he should of turned out which he had done, or he should of drove slower I mean it was a speed limit of 40 how much slower was he supposed to drive. The guy that caused this accident is not answering the calls or responding to any messages that was left for him his insurance is not doing anything about this please can you assist in this matter.
