Excuses for not exchanging

I am hearing the same excuse, 'we don't stock that currency' that is not my problem, if you are a foreign exchange business then you should change ALL currencies. I am sitting with 150 000 CFA francs from west Africa Togo, and no one is willing to help me in any way possible. Who is going to actually help me instead of saying you have to leave the country to change it to Rands?
