4 Months later - still no card

I applied to the UCount Rewards program from Standard Bank in July 2013 and told that my card would be delivered within 21 days. During the first week of August I contacted the call centre as I had not received it. They re-issued the card and sent it off to my postal address and told to wait another 21 days.
Again today I call to query why I have not received the card only to be told they can re-order another card and it will take 21 days to deliver. WHAT is going on??? The call centre agent says there is NOTHING else they can do for me but re-order the card.
I now want Standard Bank to COURIER the card if that's what it takes - I have been paying for this service since July and this is what I get in return?
