Exploiting the elderly

My mother (72 years old) was called by Patrick from Nedbank (unsolicited call) to inform her about excess funds that were sitting in her savings account. He then continued to convince her to move the funds into an investment product where he pocketed R3420 of my mom's money as commission without informing her of this commission charge and that this charge is negotiable. I fail to understand why a bank would employ such unscrupulous individuals to prey on the elderly.
