Not enough personel

Went to the bank today, started at 9:10, finished at 10:41. Reason, only one person available to help me with my home loan because the other person booked of sick. Only 2 clients ahead of me, it took them 5 minutes to help me with my enquery. Why was no provision made for another person to help out? I'm sure for a company which makes so much money there would be people eager to work for them?
