Car insurance payout

I have got insurance for a Nissan sani maus conversion 1992 4x4 model insured and valed at 47k. The car was written off in April 2013. To date this has not been resolved. In aug 2013 We have had an OFFER of 22k and after tremendous debate a week later they offered 25k which we have still refused to accept as the value of the vehicle to replace as on Nissan web site is valued in JHB at R52699 and in PTA at R47699. I do not feel I need to accept this offer or negotiate as I have also been paying the above premium amount.
They are still to date taking the insured amount off our account after the fact of the vehicle being written off. Obviously a refund is necessary.
