Why can no one help me!!!

FNB replace my credit card on march 2013 but did not replace my petro card been to the bank
they call FNB card no success call them also no success they will come back to me and its now
the end of July and still no petro card they could not tell me why it has not been replace can
anything take this long?? My old card expired 04/13
