HIGH INTEREST RATES

My husband was garnished in July 2010 the opening balance was R4888.11, today 19/7/2013 3 years later, I requested a statement from Anthe, on the summary it shows that payments done was R4127.75, but that the outstanding balance is still R4856.69!!! So we paid a total of R31.42 on this Garnish!!!
Can they do this???
Charge so much intererst??
It is daylight... they put us in more debt that we started with!!
