Was the money by people who load the ATMS??

In May 2012, my daughter, a visitor from the USA, attempted to draw money from the FNB bank ATM at Cresta Mall, Johannesburg. The amount in question was an equivalent of $200 US dollars. No money was received from the ATM, in spite of the money being deducted from my daughter's US bank account. The ATM issued a slip, to the effect of saying- "there was a problem, please contact the bank". I personally went with my daughter to see the bank manager at Cresta, who in turn requested that we fax him my daughter's bank statement, together with the ATM slip- which we duly did. We were told that this would be rectified, but it NEVER was. On follow-up we were told that there is nothing they could do, as the ATM money balanced. How could it have balanced??? We suspect that the staff responsible for loading the ATM, must have the money. Poor Show FNB!!! Is this happening to other clients??? We have a bad feeling about FNB- their motto motto being "how can we help you" - Indeed!!! -they are a bunch of. It is the principle that matters not the amount of money... I was appalled to hear this week that my daughter had never been re-imbursed.
