Unsure of Cellphone contract

Hi, my husband is an existing FNB customer and purchased the Samsung Galaxy S4 as per the advertisment. We have gone through so many channels at FNB enquiring the status of the Sim card. Can we go to any mobile outlet to obtain this or does it have to be a Cell C store? Also, is there a special contract that goes with purchasing this phone? It seems FNB staff are not clued up on this and quite frankly useless. I spoke to Ntuthuko at the FNB Braamfontein bch and he gave me an incorrect no- 0860 102 690, which continously tells me the NUMBER YOU HAVE DIALLED IS INCORRECT! I then called App Banking on 087 575 0362 and they too couldn't assist me. Don't know where to go next, CONFUSED!
