Ignoring request for requisite paperwork

My late husband financed his motor vehicle via Wesbank. On his death in 2011, I paid of the balance owing and requested for the vehicle registration papers. I have not met with any success.
I have letters which show correspondence with the person dealing with the matter, viz. Leah Gaye -legals or deceased estate department at Wesbank.
In my correspondence I have on more than 3 occassions sent them copies of the death certificate, ids, and letter of executorship as somehow they just didn't have that. My letters clearly stated that I required the requisite paperwork urgently so that the estate could be finalised.
Off the cuff, I have 5 dates when I requested the paperwork to be sent to me. They are: 29/05/2012, 26/06/2012, 20/07/2012, 20/09/2012.01/10/2012.
I would be very grateful if you could assist.
