Opening a policy without my concern

On february 2013 i have requested a broker to open an investment of an amount of R150.00 for my son's education. to my suprise the policy deducted R398.00, i then called to inquire about it they said it was a mistake they will cancel and refund the cash back in my account, which they first did, but continued to diduct from my salary, when i told them, they promised to fix the problem which they did write a cacellation letter to stop the deduction from my salary, but the problem is, they seems to be reluctant to refund money owed to me. its been long.
