Will not honour quotation agreed telephonically

I approached Momentum for a quote for all my short term insurance needs. The first quote provided by momentum was considerably higher than the quote provided by another company. The call centre agent asked me if I would shift my business to Momentum if he could offer me everything provided by the other company at a lower price. When he followed up a day later, he indicated that he could not match the premiums quoted by the other company, but that he was able to get me a discount and that there were other benefits that made the Momentum product better than the product offered by the other company. He quoted a premium of R1200 telephonically. Subsequently, Momentum has now issued the policy at a premium in excess of R1500. This is not the price offered telephonically - which I accepted on the assumption that the quotation covered everything included in the quotation of the other company. I am now being asked to pay additional premiums for the basics I require. I have called the call centre repeatedly, but consistently get empty promises that the matter will be investigated and that I will receive feedback. A month has passed since I first raised a complaint about the matter.
