They do not want to refund a ticket

I booked a ticket for my son at city bug. Because he is a student I had to move the ticket twice because of his sport at the University. When I called City Bug to cancel the the ticket to get my refund the person told me that I can not cancel the ticket and that I will forfeit my money.

But this is City Bug's Terms and conditions: Copied from their website

2. AMENDMENTS
For a ticket booked at a Travel Agent, all changes to be made by the Travel Agent, not the passenger.
Tickets may be moved up until - but no later than - four (4) hours prior to departure time
Any change requires the issue of a replacement ticket & payment of an admin fee: a time or date change, R 20.00; a passenger name change, R95.00

3. CANCELLATIONS
A 30% Cancellation fee will be charged.
If a cancellation is not made 24 hours before departure, you will forfeit your money.

I phoned them on 1/08/2013 at 09:42 to cancel the ticket that was booked for 04/08/2013. I am more than willing to pay the 30% cancellation fee.
