Why confirm booking then cancel after payment

I dont understand why safari now lets the accommodation owners do as they like? I got a quote from 402 the Square in cape Town and I accepted the booking. I paid 2 days before the quote and then after expiry, im told that they cannot offer me accommodation anymore. I don't understand how these establishments work with their bookings. Now I am forced to start from scratch. Im really not impressed!
