Believing the establishment over the custome

I run a charity organisation. I was asked by the Education Department on Mthatha to book accommodation for learners and educators and adjudicators to stay over for the night in Mthatha for the youth competition that was taking place the following day. On the afternoon of 22 August I found out that three of the guests could not get transport to attend the event and therefore i tried to cancel the booking for those three people and spoke to the Blue Banana Lodge who said it was ok but the two people who would still be coming will be charged R400 per room instead of the R200 per room stated on Rooms for Africa as the Blue Banana Lodge claims the agent takes commission of R200 so I need to pay double so they get their cut. This is obviously out of line. Things went from bad to worse after that... when the two people finally found the establishment (which was not well signposted at all), the receptionist said there was no booking for them and then made them share one room with bunk beds. The shower was cold as well. In the morning they asked for breakfast and were told the chef was away. When I asked for half my deposit back, Rooms for Africa said no as i did not cancel the 3 rooms!
