Refusal to cancel debit orders

A correspondance from myself was addressed to QVC to cancel debit orders on my account (which is already in arrears) as I am going under debt review. I then received an email from QVC, refusing to do this. I qoute "Kindly advise how theses arrears will be settled as we cannot cancel the debt orders until this has been done."
Now a company requires you written permission to debit your bank account and may not do so without consent. This is therefore not acceptable to me and i wish to persure the matter with a banking council or?? i dont know where to turn yet.
To add insult, I have been debited by them this month regardless, now resulting in unpaid fees from my bank which I cannot claim back. This instruction was given as advised by my Debt councilor and my salary move to a different account specifically to stop people this these from money grabbing.
You are unethical as a company. I regret doing business and getting suckered into this scheme which I cannot make use of due to arrears. You will get paid sooner or later and then what? and excuse that I cannot use the points that should have accumilated?
WHY should I still have to pay management fees if not allowed to use anything.
