Continuous Wrong Billing

I Ordered an Internet connection via the internet on special for R99.
Ever sinve I started with this contract on 5 July 2012, Cell C have Debited R279 in stead of R99.
I have called the service centre three times and spend endless funds on these calls with no avail.
My reference number is "2100102148".
I spoke to supervisors, administrators and who knows who else, were cut off numerous times and still the problem is not yet resolved.
I have already paid up in excess of 24 months of subscriptions fees and have not received any feedback on this matter.
Please help me resolve this urgently??
