Being forced to pay for a refurbished/ damaged pho

I have been with Nashua for 2 years now and have 2 contracts with them both blackberry's 9700 and a 9900 however I've had endless problems with the 9700 but now I am sick and tired. last year I was given a refurbished phone again when I sent it back I was informed it had water damage it was then fixed by there technicians I got another refurbished phone after 5 months and it didn't vibrate the torch light didn't work kept on rebooting on its own and showed an error message 603 I had to keep the phone as the other one was in repairs. So when I send in the phone last month once again its said the phone has water damage why is it that the 9700 always has water damage but not the 9900 the 9700 gets replaced with refurbished phones and the 9900 gets replaced with a new device last year I was issued a phone that was in no working order didn't even go on the bb app world and I was issued another but was not in good working condition. I sent the phone in feb was called last week and told that once again I need to pay r2400 to repair the unit my concern is why give out refurbished phones will my problem ever end my REF NO 8603609
