ADSL after one year still not available

We have waited patiently since March of last year to be provided with ADSL, and after Technicians from Telkom have CONFIRMED that a new Exchange Server has been built, installed and finalized, we still have not received any answers from Telkom even giving an ESTIMATE of when we will be able to PAY for a service that will produce considerable revenue per capita for them? Who can I talk to that can give me straight answers, and why is this taking so long? I am on the verge of cancelling even my POTS telephone line and getting something more reliable in terms of DELIVERY OF SERVICE.

Please sort this out ASAP, before I take drastic measures.
