Irritating music plays while incoming call

My dad has a hectic problem. If his line is busy and another person tries to call he gets an irritating soundtrack of some buzzing playing. Eventually the person trying to get hold of him complains to him why he's not answering. PLEASE SWITCH OFF THIS NOISE and activate the ENGAGED tone instead.
