Deactivated Sim card fees

Good day,
My account was deactivated, although very annoying as I am a contract user and was behind by a payment, i can to a degree understand it. What i cannot understand is the amounts charged to reactive as well as no guarantee of same cell phone number. I was instructed to buy a sim card for R105.00 (even though i can get one from Game for 99 cents) when I queried why I had to buy one from vodacom, it was explained that it was a reactivation sim, i asked why is it more than 10'000% more expensive than the sim card I can get from game (both vodacom sim cards, both the same product) it was explained that it is the reactivation charges. Why then am I paying R285 for reactivation fees if it is allocated to the sim card? The total to be paid is R490 to reactivate, i do not understand why my original sim card cannot be used and I cannot understand why a activation fee, when taking out a new contract is R202, and a reactivation is more than double that. Are the people who reactivate sim cards paid double than normal activation staff or is it twice as hard for the company to reactivate a sim? No one at branch level or the call center can assist me in answering my questions.
