Deducts money from cellphone account

These send sms's telling you that you are subscribed to their service and that you must sms STOP to opt out. I deliberately do not reply to any SPAM of this sort because I do not want my cell number to be spread throughout the SPAM world. Then they go about billing R7 per day for this service. A service that does not even exist!! THEY OFFER NOTHING!! Give me NOTHING.. Don't tell me that I am paying, do not send me invoices nothing except SPAM messages from unknown numbers to my cell phone!!
THIS IS A and I will take legal action against them now.. thousands of rands illegally deducted from my account!!! HOW CAN PEOPLE LIKE THIS OPERATE IN SOUTH AFRICA?!?!?!?!?!?!?!?!?
What does the consumer act do to prevent consumers from this?!?!?!?!
