Neotel false advertising on service delivery

I fall in Neotel's high speed Internet zone, for the Centurion region. the Neotel Tower is actually about 1km as the crow fly's from my front door, but instead of getting around 3.2Mbps speeds which is around 320kbps download,
i am only getting .12 to .54Mbps which averages around 32kbps download, ive spoken to about 20 Neotel Tech's and they cant resolve my issue, Neotel, how can you expect me to pay my monthly premium when you cant deliver on service???
