Pathetic Speeds Durinf Day and Still Not Upgraded

For the past 2 month my internet has been extremely slow when downloading of Peer to Peer Programs like utorrent and Bittorrent, I have phoned about 4 times to complain and was told that they were busy upgrading my 4meg line to a 10mb line for free, I waited and called again to explain that I still only get about 4.5mb/s when doing a speed test, I was then called out of the blue to tell me there was a guy outside my complex there to check my line, I was at work and not aware they were dropping in, he then said he would come back Saturday or Sunday, I waited at home the whole weekend and no one came, I have called again since and still have incredibly slow download speeds when using uTorrent (as slow as 0.5kb/s).

The reason why I say this is a breach of contract is because when I first got my line, I told them what I wanted it for and they specifically said my line would never be slower that HALF my line speed i.e no less than 2mb/s on a 4mb line. They tell me I'm on 10mb line now but I get nothing more that 4mb/s if I'm lucky???
