2 to 4 weeks suddenly became 3 to 6 weeks

I handed in my iPhone 5 for repairs under guarantee on 22 October 2013 at the Cell C shop in Festival Mall in Kempton Park. I received an SMS on 1 November that it had been handed to a technician for assessment and haven't heard anything since then. When I handed the phone in I was told that the repairs would take between 2 and 4 weeks and since it has now been 4 weeks I phoned the store this morning. Judy said she would phone me back and when she did simply said that they hadn't received the phone back yet. I told her that I was told I would have it back in 2 to 4 weeks and she said that it is 3 to 6 weeks. Besides the fact that they suddenly change the amount of time for the repairs - how is it possible that a technician can take more than two weeks since being handed to device just to make an assessment? And guess what - in the mean time I am paying for a handset I can't use.
