Impossible to Cancel Service

I wish to cancel my Telkom Broadband account but keep my ADSL line. I have been trying to do this for the past 10 days. They simply do not answer when you phone the cancelation department (25 minutes of holding at each time is with no answer). Phone for a new application and it's answered immediately.
I've been into my local Telkom store 3 and each time I'm directed to a "hotline". Twice when I've eventually gotten through to an operator, I'm informed that the system is down and they can't assist me, the third time I held for 20 minutes with no answer.

Is this some form of extortion? How the do you cancel???
