Telkom line off for 3 weeks already

My Telkom line has been faulty (can't make or receive calls) for three weeks now already. After numerous calls (since 16 October) and 2 appointments made, which was never honoured, I am at my Witt's end. How must one go about getting them to fix the line once and for all?
