Why are we getting the round about story

So at the end of september we went to bluff nashua and asked if we can get our upgrade they tell us yes, asked is there anything outstanding we were told no but had to wait for payment to reflect. So the following week we going to pavilion where oscar assisted us and was told there was an outstanding balance and once that's been paid then I can get the upgrade. After that we were told no we must make a normal payment oct than we can get the fone. So to our suprise we fone to confirm and was told no we must pay for another 3 months (without no fone) than we can get an upgrade. Bearing in mind that in all this time we were told we would be contacted not once were we contacted we had to do all the phone calling and driving there with no joy. Is this really how business is been done now days. If so what is the point of having a contract fone.
