Bad performance AND Bad service

I've contacted OpenWeb 3 times already asking them to improve the terrible daytime performance of their DSL package.
I have a 2 Mbps line and SILVER account with openweb.

It is completely understandable that I won't get the full 200 KBps during business hours, and I don't expect that either - but I can't even connect to a mail client! I can't even browse.
Openweb's day time shaping is so restrictive that I cannot even browse a web site at all, local or international.
Traffic monitoring shows that I'm not even getting 2KBps.

I expect AT LEAST 15 KBps (out of a possible 200!!) during business hours.

Openweb did not even phone me back after I requested that they do so.
Their help desk attitude is very bad (apathetic).

Unfortunately I cannot recommend OpenWeb to anyone at this point, and give only a warning instead.
