Poor Signal

I have read that you can apply for Ci-Fi, I've sent a sms to CellC, but I haven't received any feedback. I currently live in Brentwood Ext 1. There is almost no signal, you can not use your cellphone and you can not use 3G. This is ridiculous. Could someone please advise if I can do anything about the signal.
