DOES IT TAKE 2 YEARS TO CHANGE A ACCOUNT

After 2 years I had to find out that I've got black listed by Telkom because of a Telkom account that has not been cancelled by them internally after they have been informed in writing and send through twice to change to the new owner of the telephone account. Both parties still have the proof of communication to Telkom but still nothing has been done. No one get back to you and calling the call centre to complaint, they just said sorry pay your bill otherwise they not helping you. And BIGGERST ISSUE OF all, the problem is with TELKOM internally. I would like a Manager of Telkom's Accounts department to contact me with a result PLEASE!!!
