BLACKLISTING DEPT OFF DUTY

I had my phone tonight at around 7pm in downtown Pretoria.
I went to Pretoria Central Police Station where I was told that only the service provider could assist me in blocking both the handset and the sim card.
I was assisted by Nosipho in blocking the sim card: ref 1310060000178.
She advised that I would need to furnish her with the IMEI so that she could block the handset.
An hour later I phoned Cell C as I had the IMEI number, and was told that they cannot assist as the phone was not whitelisted. I spoke to a team leader (Charlotte Ndlela), who told me that the blacklisting dept had gone home, they will attend to my case tomorrow.

Now, my issue is this: if cell c has an after hours dept that can block sim cards (protecting your airtime), why cant they have a blackilisting dept to block your handset??? (which is more important as they block the data on your handset!) I have very crucial info on that phone, and with all the criminal activity and in our country, its of crucial importance to protect things such as pin numbers and data that is on your cellphone!

Charlotte says its the manufacturers fault for not whitelisting the phone, and not theirs.
