Manager Henri not taking ownership of a problem

I phoned the Customer Call Centre on the 21/09 to query my bill and insisted that they reimburse me for the postage fee of my bill as I never requested it to be posted. I asked to speak to the manager (Henri) and was told that he is too busy to speak to me and that he says that they will not reimburse me for the fee as I did not indicate it on my session that I want my bill to be emailed to me. I asked the adviser if Henri looked at my session and she said that Henri did not. I asked when Henri will call me back and the adviser said that she cannot promise me a callback.
1. How can Altech employ a person like Henri in a manager's position if he is too scared to speak to irate clients or call them back?
2. Is Henri blessed with a special gift to know things without investigating it? How can he make business decisions without checking the facts 1st?

Altech Autopage is going to suffer a lot of reputational damage with managers like Henri not taking ownership of a problem or a complaint of a client.

I hope that Autopage provides me with proof where I requested my bills to be send to me via post. If they cannot, I expect to be reimbursed with the postage fee I was charged.
