Cell c has no coverage

I don't know how many complaints I have now lodged but I want cell c to cancel my contract and refund all of my payments on my data contract as they have not been able to fulfill their part of the contract - supply data - once yet. You cannot reach anyone that can help and how the do you escalate the complaint to the CEO who is totally invisible. I will lay a complaint to the consumer ombudsman in the hope that they can help but cell c sure as bob don't give a.
