Vodacom i not assisting me to lessen my bill

I have an account with Vodacom. It is currently softlocked. I phoned to the call centre on 0821111 and 0821946 and requested to deactivate a few of the services on the account and was told that it cannot be changed because it is currently softlocked. I then asked if my contract could change from Top Up 500 to a Top up 200 so that i can bring my bill down. I was told that there would be a cost of R2000 if i wanted to change! I then asked if my phones could be kept on softlock until I pay up this arrears. I also asked that I don't want the airtime, I don't want it to be accumulated either. I want my account to be frozen until i pay up the arrears, i don't want to be billed in addition to my repayments of the arrears. I cannot afford anymore payments than the arrear repayments, otherwise I will just keep paying and never catch up. If I am not using the airtime, why can this payments of the airtime go towards the arrears also? I know that all i will get is "you signed the terms and conditions" but i want to continue to be a good client of Vodacom and in order for me to do this I would like to be assisted with this.
