New optic fibre cables don't transmit alarm signal

I have armed response/telephone monitoring with Star Alarms for the last 20 years at least. Telkom worked in the West Beach area at the end of 2012 apparently upgrading their lines. It then turned out that our signals are no longer being transmitted to Star Alarms. My neighbour made me aware of the problem. I tried it and had exactly the same problem. It takes 10 minutes (at least) for the signal to be transmitted. Some of them don't get transmitted. The Telkom people advised my neighbour that there was a problem with the cabling and somehow something had been 'blown up' accidentally. Needless to say everyone is passing the buck now - I contacted Telkom to say that my phone line is blocked all the time that the signal is trying to get through - I now get a phone bill which shows the alarm dialling through but according to Star Alarms does not reach them. MY panic button does not even register with Star Alarms yet I get billed for the alarm phoning out. Useless new cables? We now all have to resort to radio's as Telkom is not prepared to investigate - they will charge me R620 I am told if they come to have a look and find it's not their problem. We had NO problem BEFORE
